AB48 – BPPE – The Hidden Costs

I read your article regarding the $5,000 application fee for the BPPE – are you aware of the audit cost as well? We’ve had an estimate of $50,000. Here is my letter to them – just want to share and vent with someone who feels the same way.
Editor’s Note: The “one size fits all” mentality of the state legislature affects all small businesses, including of course, flight schools. Please take the time to read this letter to BPPE from the RN Director of Nursing Professional Medical Careers Institute to understand what this ill advised legislation really costs.The question needs to be asked – Does California really need BPPE – or is this a typical method the legislature uses to keep lucrative paying state jobs?

Calif. flight schools closer to reprieve on costly reg

Flight schools in California could get a stay from the California Private Postsecondary Act of 2009, a law that has had unintended consequences. Assembly Bill 1140 passed the Senate Business, Professions, and Economic Development Committee by a vote of 6 to 1 Aug. 9. The bill would give flight schools 12 months to comply with the postsecondary act. The bill still faces significant legislative hurdles, however, and will need a fiscal analysis and could require another hearing from the Appropriations Committee or be sent directly to the California Senate floor for a vote.

California Pilots And Aviation Interested Urged To Contact State Reps

Amended Bill Could Stave Off Confiscatory Fees For Private Flight Instructors, Small Flight Schools

The aviation community in California is being urged to contact members of the State Legislature on Friday before they adjourn for the July 4th recess. Aviation interests in that state are being asked to urge legislators to vote “yes” on AB 1140 (amended), which has completely erased its original wording and now includes a single purpose:

“This bill would prohibit the bureau, for the period July 1, 2010, to December 31, 2011, inclusive, from enforcing the act against institutions that offer flight instruction or institutions that offer Federal Aviation Administration certified educational programs in aircraft maintenance.

A quick update on AB 48, The California Private Postsecondary Education Act of 2009.

In an email, Kyle Precourt, (Field Representative Office of Assemblymen Martin Garrick) has said that he is currently working with Assemblyman Garrick’s Legislative Director, Joe Patterson, and other legislative offices in Sacramento to obtain relief for flight schools.
