Re: Airport Safety – Westover Field – Proposed Fuel Service Station

Dear Mr. Forester:
The California Pilots Association assists counties and cities in maintaining safe and efficient airports such as Westover Field. Westover Field is the region’s on ramp and off ramp to the nation’s aerial highways; it is an important part of the county, state and national transportation infrastructure. To assure that Westover Field continues to provide this vital service to the community, it must maintain a high degree of safety for both airport users and persons near the airport. Safety experts have determined that certain land uses near airports are acceptable, others are not.

California’s Department of Transportation, Division of Aeronautics, has published the Airport Land Use Planning Handbook. This publication is frequently referred to as the “Planners Bible”. It lists specific uses for designated areas near a public airport. Page 9-44 titled Basic Safety Compatibility Qualities, lists hazardous uses such as aboveground bulk fuel storage to be avoided or prohibited in Zones 2 and 3.

While the proposed service station’s main fuel storage tanks would be underground, large fuel delivery trucks would necessarily be on the premises for undetermined periods at undetermined times. For this reason, the Caltrans’ safety recommendations should apply.
