Dear Mr. Kempton:
I am writing with a suggestion concerning appointment of a Division of Aeronautics Chief to replace retiring Robert A. Wiswell. Our Association’s mission is the preservation of California’s Airport System Plan.
The two hundred and fifty airports are a vital part of the state’s transportation infrastructure. They are becoming more important for business travel as the state’s population increases and highways become more congested.
The greatest threat to California’s public airports is incompatible nearby land uses such as residential and commercial development. Mr. Wiswell was well versed with this threat and did much to educate local decision-makers in compatible land use planning.
Having personally worked with Aeronautics Division personnel for more that twenty years, I am very familiar with the good work of that Division. During that period I have closely observed work of the various Division chiefs. Invariably the best work has been under the supervision of chiefs with a solid aviation experience background.
Mr. Wiswell did an outstanding job during his five-year tenure. His background experience as a military pilot, high-tech industry participant and airport manager served him well in dealing with the myriad challenging airport technicalities throughout California.
All personnel of the Aeronautics Division are highly competent and motivated. To be fully effective, however, the chief must personally have firm aviation expertise.
