The San Diego County Regional Airport Authority held an Airport Land Use Compatibility Plan (ALUCP) workshop at Brown Field on Tuesday (05/19/09). The Airport Authority is seeking support for a “Negative Declaration” determination for the Environmental Documentation portion of the Plans for the San Diego Area General Aviation Airports.
Other than for the Military airports, this is the first time that the San Diego area airports have had decent Safety Zones depicted beyond the small ones required by the FAA at the end of the runways. These are groundbreaking docs! They address updated California Law and Community Planning documents implemented for preserving Public Safety! That having been said, there appears to be a bit of room for additional tailoring of the Safety Zones to further reflect routinely flown arrivals & departures.
The comments currently being solicited are primarily geared toward gaining Negative Declarations for the “Plans”. This saves a substantial amount of time & money in the process of obtaining approval for the Plans. The full blown Environmental Reviews would then be done when various construction Projects are undertaken in the future.
Although the Workshops are focused on addressing Community impacts and explaining why Negative Environmental Declarations are appropriate for this this set of documents, Project Manager Sandy Sawa is willing to address any additional concerns the aviation community may have regarding the Safety Zones, etc.

The Airport Land Use Planning (ALUP) process is unique in/to California. “The purpose of ALUCP‘s is to protect the safety of people, property and aircraft on the ground and in the air within the vicinity of the airports, and to protect the ability of airports to operate now and in the future.” The additional California safety zone process goes beyond the scope of the FAA criteria (which primarily addresses: the small Safety Zones found at the end of runways, Community Noise Levels, and Obstruction Criteria required to protect nearby Navigable Airspace).
