Editor’s Note: Not to be outdone by legislators in other states producing useless and costly legislation, Senator Battin is clearly trying to get his name out in the public, regardless of the useless nature of such legislation as this.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

SECTION 1. It is the intent of the Legislature to enact provisions to require criminal background checks for all persons operating aircraft over the land or waters of California.
