Will Focus On FAA’s Ability To Monitor Contractors And Payment Procedures

The DOT Inspector General (IG) will conduct another audit of the FAA’s progress on the implementation of ADS-B beginning later this month.

A memo dated October 7 from Matthew E. Hampton, Assistant Inspector General for Aviation Audits to “Director of Audit and Evaluation” states that this new audit follows a 2010 report which indicated that the FAA “faces significant risks in implementing the ADS-B program and realizing benefits due to weaknesses in its contract management and oversight.”

The FAA recently released AC 90-116, the Additional Pilot Program (APP) for Phase I flight testing, of homebuilt aircraft, which allows homebuilders to have a qualified additional pilot on board during Phase I flights.

Before this program, builders were only permitted to have “required crew” aboard for initial flights, which usually meant that every Phase I experimental-amateur built (E-AB) aircraft was legally required to be flown solo, according to officials with the Experimental Aircraft Association.

Interested Parties Have Until October 6th To Make Their Thoughts Known

The public comment period on the FAA’s proposed hangar-use policy remains open until October 6, and EAA is encouraging its members to add their comments to the nearly 2,000 that have been sent to the agency thus far.

“EAA has put together a very comprehensive position incorporating ideas from the full breadth of EAA membership for not only protecting the active assembly of aircraft at airports that receive FAA grant funding, but also restoration and maintenance of airplanes,” EAA Chairman Jack J. Pelton said in a video regarding the hangar-use policy. (Watch below) “We think these encompass all the EAA activities that should be protected in airport hangars, along with the use of hangars for such aviation organizations as our EAA chapters that use facilities at an airport to support aviation.”
